Regulation 81 would entitle him to a salary largely in excess
of that entered on the paper of particulars -(viz.:- £420 to £540 by 240 triennially) as the salary offered by this Govern-
-ment I have to observe (a) that as I read the Regulation
referred to it does not cover the case of transfers from one

Colony to another where differences in climate and other
considerations have to be teken into account. This view is
shared by the Colonial Secretary and Colonial Treasurer: (b)
that the terms offered by this Government (and on its behalf by
the Colonial Office) were quite definite and clear and no steps
were taken by ir. Claxton to ascertain that they would be
modified in the event of his acceptance. I cannot therefore
admit that Mr. Claxton has any claim as of right, but at his
wish I submit the case for your instructions as to whether he
should be allowed to draw his first increment. You will observe
that although under a strict interpretation of the conditions
offered to him, he is not entitled to any house allowance, until
Mr. Figg leaves in February next I have consented to allow him
